It does kill people! It’s like the sun: it gives rays of light, so one day, all those Chompsaurs will die from cancer!
Well, it’s not an “Instant Death” Ray, just a “Death Ray.” So, like most things, if used enough times, it can kill. I guess that Jeff is just a nice guy~
In Tenda Village, you find it in a trash can at the bottom right corner of it.
Answer: When Jeff equips it, it increases the offense by 90.

Death Ray is probably victim to the ‘destruction weapon failure’, simply because of the naming convention. It will mis-fire, or not quite do its’ intended job, because it’s called a death ray.
Kind of like how a villain in a TV show, no matter how good his plan is, will lose because that’s the order of things. The Death Ray is like EarthBound’s version of that.
